The 67th Meeting of the PABSEC Committee for Legal Affairs and International Cooperation was held in Bucharest on 17 March 2026 upon the invitation of the Senate of Romania. The Meeting was attended by the national delegations of Armenia, Azerbaijan, Bulgaria, Greece, North Macedonia, Romania, Serbia, Türkiye and Ukraine, as well as a representative of the BSEC Permanent International Secretariat, Black Sea University Network and members of the PABSEC International Secretariat. The Meeting was chaired by Mr. Mustafa Hamarat, Chairman of the Committee, member of the PABSEC Turkish delegation.

On 16 March 2026, on the sidelines of the meetings of thePABSEC Committee on Legal Affairs and International Cooperation and the PABSEC Committee on Economic Policy and Development, Mr. Asaf Hajiyev, PABSEC Secretary General held a meeting with H.E. Mr. Mircea Abrudean, President of the Senate of Romania, H.E. Mr. Mihai Coteț, Vice-President of the Senate of Romania, and Ms. Silvia Mihalcea, Secretary of the Standing Bureau of the Chamber of Deputies of Romania.

Working Visit of Mr. Asaf Hajiyev, PABSEC Secretary General, to the Bulgarian Academy of Sciences, Sofia, 18–19 February 2026

On 18 February 2026, Mr. Asaf Hajiyev, PABSEC Secretary General, paid a working visit to the Bulgarian Academy of Sciences (BAS) in Sofia and met with Prof. Evelina Slavcheva, President of the BAS. During the meeting, the Secretary General informed Prof. Slavcheva about the current activities of PABSEC and the organisational aspects of the forthcoming 3rd Meeting of the Presidents of the Academies of Sciences of the BSEC Member States, scheduled to be held in Sofia on 15 May 2026. The relevant official invitation letters related to the upcoming event were also formalised.

The PABSEC Delegation, composed of Mr. Nazim Mavis, Member of the PABSEC Turkish delegation and Mr. Asaf Hajiyev, PABSEC Secretary General, took part in the Annual IPU 2026 Parliamentary Hearing, held on 12–13 February 2026 at the United Nations Headquarters in New York.

On 25–28 January 2026, the 16th Plenary Session of the Asian Parliamentary Assembly (APA) was held in Manama, Kingdom of Bahrain, under the theme “The Role of Asian Parliaments in Strengthening Intercultural and Inter-civilizational Dialogue in Asia: Opportunities, Challenges, and Future Pathways.” The Session brought together more than 190 delegates from 27 countries, including Speakers of Parliaments, heads of parliamentary delegations, and representatives of international and regional organisations. The programme of the Session also included meetings of the APA Committees.

On 19 January 2026, Professor Osman Bulent Zulfikar, Rector of the Istanbul University, President of the Black Sea University Network (BSUN) paid visit to the PABSEC International Secretariat and met with Mr. Asaf Hajiyev, PABSEC Secretary General. Prof. Zulficar was accompanied by Prof. Haluk Zulfikar, Chief Consultant to the Rector, Prof. Canan Cacına, Institutional Coordinator of Bilateral and Multilateral Relations Office, Assoc. Prof. Feyza Nur Tuncer Kılınç, Head of International Academic Relations Office.
